What is CASA?
CASA was established on October 17th,1988, for the purpose of protecting
both regional and global environments through solidarity with foreign and local Japanese NGOs.
Our activities follow three simple ideas:
・The research, exchange, and proposal of activities concerning global
environmental problems
・The exchange of ideas and alliance with overseas NGOs
・The
support of local air pollution victims
In other words, three types of anti-pollution groups were combined in order to form
CASA.
CASA is a Environmental NGO which was formed by the individual citizens and citizens' groups who supported our ideas.
As of 1997, there are approximately
50 NGOs and 500 citizens (including researchers and lawyers) dealing with various environmental issues all over Japan.

CASA'S ACTIVITIES

Support of Air Pollution Victims
During the Nishiyodogawa Pollution trial in Osaka, CASA
helped settle the case out of court and made significant contributions
to set an "Auto exhaust pollution limit" . It was an historical precedent
in Japan. In June of every year, CASA participates in the National Action
of Pollution Victims.

Stop Climate Change !
Even before the U.N. Framework Convention on Climate Change
was agreed upon, CASA considered the threat of global warming and climate change
as one of the most serious environmental issues. CASA is one of a few Japanese
NGOs that has been working in these areas and has sent representatives
to various conferences including the IPCC, 2nd World Climate Conf., INC
and COP. CASA is also actively involved in the negotiation process as a member of
the Climate Action Network (CAN), a worldwide NGO link.
In Japan, CASA has been requesting the early action of the
Japanese government in their "Action Plan to Prevent Global Warming".
For COP3, which was held in Kyoto (Dec.1-Dec.11 1997),
CASA participated in a nationwide "Kiko forum'97 - Citizen's Convention
on Preventing Global Warming". This is an umbrella organization of roughly
50 Japanese NGOs that supported the activities of citizens and NGOs (especially from the South) for COP3.
As a member of their permanent steering committee, CASA fully supports the
activities of "Kiko Forum'97".

Public Education Program : CASA People's University
CASA annually holds lectures called "People's University
on the Global Environment" which includes six lectures and three extra-field
activities. Various topics such as "Think of the Earth Around You" and
"Think of our Choices to Stop Global Warming" are taken up along with
the yearly theme. All issues are explained using simple and easily understood
terms by lecturers.
CASA welcomes anyone to attend who is interested in global environmental issues.

From Earth Summit I to II and Beyond
In June of 1992, CASA attended the Earth Summit I
in Brazil with a delegation of 108 members from 19 different organizations.
We organized two global NGO meetings: The "Symposium on global warming," and "Monitoring
network of global pollution". Since then, CASA has sent representatives
to the CSD (Commission on Sustainable Development) which evaluates each
country's fulfillment of 40 items stated on "Agenda 21" each year.
At the Earth Summit II, CASA held the "Atmospheric Issues
in East Asia" workshop with
our East Asian NGO friends. CASA
will keep sending our representatives to the CSD process from now on.

Solidarity with Researchers
Research Council on the Global Environment (RCGE) was established
within CASA in February of 1992. More than 150 scholars and researchers
formed the RCGE. The RCGE organizes research and activities and operates
as CASA's think tank on diverse global and local environmental problems.
RCGE also encourages the studies of young researchers.

The Establishment of an Environmental Assessment Law
CASA has been working to establish an effective "Basic
environmental law" and a "Environmental assessment system" through submission
of the statement and public hearings. Along with other associations in
the Kinki region, CASA also holds symposiums and research meetings with
panelists from environmental agencies. CASA strongly demands public
participation in decision making process such as "scoping" and "Screening".
CASA believes the business community is responsible for measures against
pollution and environmental preservation.

Citizens' Air Pollution Survey (CAPS)
CASA introduced the "Citizens air pollution
survey" internationally, particularly to developing nations. CASA cooperates
with the researchers who developed the simple monitoring kits for SOx and
NOx, acid rain and dust precipitation. CAPS has already been done in 30
countries.

Atmosphere Action Network in East Asia (AANEA)
In August of 1995, the representatives of NGOs from 7
countries and regions in East Asia formed AANEA. One of the parties chairs
annual meetings which discuss on regional air pollution, acid rain and
global warming. Currently 8 NGOs including CASA are steering committee
members. 19 NGOs participate in AANEA. Korean NGO-CCEJ takes a secretariat
post.

The CASA letter is issued 4 times yearly. It includes CASA's
latest activities, reports on international conferences as well as opinions
and suggestions on related matters. Back issued of the newsletter are available.

CASA is a Roster status NGO in UN ECOSOC!
On December 5th 1994, CASA was granted the status of Roster
in ECOSOC. CASA was only a registered NGO of CSD until that time. The Roster
status enables CASA to attend ECOSOC conferences as well as CSD meetings.
THE ROSTER.....? In the U.N., economic, social activities
and international cooperation must be discussed among NGOs. U.N. registered
NGOs are divided in three categories; Category I, Category II and Roster.
Attendance at meetings and the number of allowable submission papers are
allotted in accordance with each category.
